LoCo donations idea

I like it. Works on a legal level, and an accounting level, since the
proper accounting would be on Canonicals end... however, it would most
likely call for a system of accountability from the teams who
requisition the money, but nothing serious. Maybe just a sheet filled
out with where the money went, maybe receipts, etc.
