But customs don't care about that letter. Shippment is against the law
and that's it. Individuals can't recive shippment from foregin company
for free. That's the law in some countries. No letter can change that :/

If source of the shippment would be private person, than CDs wouldn't
get returned or stoped at customs.

Almost every country outside EU and US has it's own law about customs
and one can't create uniq system that will cover all pitfalls.
