In another thread where I was querying why a fresh clean install on
empty partitions always wanted to unsuccessfully use SDDM as the display
manager irrespective of what the default display manager was (the only
way to stop this behavior was to uninstall SDDM), I indicated that I had
a similar problem to this but slightly different.
I am in Australia and we are 10 hours ahead of GMT and like the other
people in this thread I am using local time. For the mentioned thread I
needed to show some Systemctl output, and I queried in that thread why
the timestamp on the output was actually 10 hours ahead of Local time,
so it looked to me like the system thought the hardware clock was set to
GMT time so it adjusted it to local time, but from what I remember the
system tray time displayed correctly. I had 16.04 LTS.
I can't check these again now as I have attempted to upgrade to 16.10
via the method I understood to be the Ubuntu preferred upgrade method
(do-release-upgrade, as the method documented in the instructions linked
to by the announcement thread didn't work for me) and the upgrade has
completely destroyed my system.

Steve
