Kubuntu/Ubuntu does not remove everything from memory at shutdown

It sounds to me that Kubuntu needs a way to restart the system while
shutting down all the hardware. This would allow the user to boot into
another OS. Presumably, Mandriva does not vainly assume that the next
boot will be for it, so it does shut down all the hardware. *buntu
assumes that the next boot after a reboot will be itself again, so
does not shut down the hardware. Vain, indeed.
