Do I need both ~/.kde/ and ~/.kde4/ - kaddressbook

Kaddressbook has its config file in ~/.kde/share/config/kaddressbokrc
and the data in ~/.kde/share/config/kabc
You should be able to just copy these over while Kontact is closed
