no "upgrade available" notification

But but but... you say that, but I nothing I do by following the "upgrade
over the internet" instructions at
https://help.ubuntu.com/community/JauntyUpgrades/Kubuntu ... *nothing* ...
ever gets me to a place where I'm offered an upgrade.
