Sure you can - I just did a screenshot of the full screen (1200x800) via 
ksnapshot and saved as jpeg.  By default it was 80K. but:

$ convert  /tmp/window.jpeg -quality 1 /tmp/window1.jpeg

Got it down to a very fuzzy but essentially usable 11K.  Even 
"-quality 9" was only 20K and quite readable.  Unfortunately, ksnapshot 
used to allow you specify the compression level in the save dialog, and 
I can't even figure out how to make Gimp do that now...

I certainly don't know the technical details of image compression but 
backgrounds essentially compress away.
