No they don't. The version of KDE with the LTS guarantee is 3.5.2.

No, backport support is likely limited to security fixes.

The original Dapper release announcement says it's 3.5.2 that has LTS.

Whining will get you nowhere.
All that said, I would appreciate it if Kubuntu would build official, but your
LTS warranty is void, 3.5.6 debs for Dapper.
