That's almost certainly your problem. The command Wulfy suggested might help
this. I have no idea, but it's something to try.
I expect what's happening is that ALSA (kernel sound system) doesn't find
anything it can specifically identify as the soundcard either, so it's making
a blind guess, and using some generic default default driver that doesn't
allow full duplex mode. Or maybe it does recognize the chipset, but it isn't
fully supported. Then aRts (the KDE sound system) is having trouble with it,
because the underlying kernel driver is effectively broken.
This worked on your PIII because it was old, and has had a long time to get
supported. Perhaps your new ATI chipset is a bit too new.
If all else fails, you ought to be able to install a dedicated soundcard in an
available PCI slot, although there are fewer choices in this area than there
used to be. I'm not sure what's on the market at present outside of the
higher end, and have no particular recommendation to make.
