Is a Unified Qt-based Package manager possible?

kpackage _was_ exactly that. For some reason, Ubuntu has abandoned it, but
I still use it enough for it to be on my "most frequently used" list. It
supports DPKG & APT (separately), RPM, BSD, KISS (? I don't even have a
clue what that is), Slackware & Gentoo.
Forget kynaptic and adept, and lets support kpackage.
