Ok then, now for a USB printer :) , the contents of my
/etc/cups/printers.conf is:

<DefaultPrinter hp_psc_2410>
Info
Location
DeviceURI ptal:/mlc:usb:psc_2400_series
State Idle
Accepting Yes
JobSheets none none
QuotaPeriod 0
PageLimit 0
KLimit 0
</Printer>

I use the hpijs/foomatic drivers and hpoj for using it as a scanner;
though it seems that hplip might work as well. I followed instructions
found in linuxprinting.org by looking for my printer. For yours, have a
look here:
http://linuxprinting.org/show_printer.cgi?recnum=HP-PSC_1300

The username and password you're talking about is probably just CUPS
asking for authentication, I'm not sure how kubuntu managed that when
going directly to localhost:631 (whether sudo works with that or not),
but try using KDEs printing manager (K-Menu -> Preferences -> Printer
Manager, or something similar since I'm seeing it in Spanish) which will
use CUPS and might be easier to use.

As for foomatic stuff, I have the following packages installed:
foomatic-bin
foomatic-db
foomatic-db-engine
foomatic-db-gimp-print
foomatic-db-hpijs
foomatic-filters
foomatic-filters-ppds

Good luck!
