 Ok try enabling it on the desktop...go into the Desktop directory and edit 
the trash.desktop file. You'll see which one to change. Quit the applet and 
see if that fixes it.

  It is there and it is also able to be installed in Breezy. Go to the kubuntu 
homepage you will see how to install there.
