utf8 does not work in kde

Hello,
if I set locale to use utf8 I have the following problem:
The umlauts of my German keyboard are not recognized correctly or at least
the characters are not displayed correctly. This is only with kde
applications like Konqueror, Knode or Konsole. There is no problem with
Firefox, Evolution or in a console session.
That's my /etc/environment:
LANG="de_AT.UTF-8"
#LANG="de_AT.ISO-8859-15 at euro"
LANGUAGE="de_DE:de:en_GB:en"
If I switch to German iso-8859-15 it works.
I read about possible unicode problems with kde. But since Ubuntu uses utf8
by default I cant really believe that.
What's wrong? What settings are missing for kde applications?
