[Bug] KDevelop3 package ignores DEB_BUILD_OPTIONS=nostrip

It hasn't been updated to 3.4 yet - we'll update to use the new cdbs based 
packaging at the same time.   Please let us know if you still have problems 
after that happens, thanks
