[Bug] KDevelop3 package ignores DEB_BUILD_OPTIONS=nostrip

Hello all, 

It seems that the kdevelop3_3.1.2-1ubuntu2 doesn't look for nostrip to enable 
debugging symbols. Instead it looks at noopt. Also, the bdb_compile_pic patch 
fails if noopt is enabled because of the extra '-g' appended to the CFLAGS in 
that makefile.

Is kdevelop3 being converted to cdbs like the rest of KDE? If so, I imagine 
that'll take of the noopt/nostrip thing.

Since kdevelop3 is in universe, I didn't think I should file a bug on this. If 
I'm wrong, I'm sure someone will let me know :)
