Wifi Restoration Problems

Current Kubuntu installation on Panasonic CF-51 Centrino Toughbook.

Installation was flawless and operation as very stable.

However, chronic problem with wifi (2200) configuration.

The /etc/network/interfaces file is configured with ANY as the wifi essid so 
usually a wireless connection is estabished.

Also, kWifiManager is ineffective in managing the wireless connections.

Utilizing the console, I can change connections via ifdown <iface>, iwconfig 
<iface> essid <essid> key off | <XXXX-XXXX-XX> and ifup <iface>.

This works when switching from an active connection to active connection.

The problem is when the connection drops off or an inactive essid is selected. 
I am unable to restore any connection without rebooting. One would think that 
iwconfig <iface> essid <essid> key off | <XXXX-XXXX-XX> and ifup <iface> 
would restore a connection as it does when switching from an active 
connection to an active connection but it does not. Again, only rebooting 
will reestablish wifi connectivity.

Help please.
