Yes, but in fact e.g. the file open dialogue of a stock firefox on Linux 
is different than the one on Windows, it's inherited from the 
underlying platform there, too.

The OpenOffice2 beta packages I saw today use a trick for that, the 
OOO_FORCE_DESKTOP environmental variable, set it to gnome and you get 
GTK file open dialogues, set it to kde and you get the KDE ones.
