[Merge request] Make qapt based on qt5 buildable in sid[uction]

Hi,

current qca-qt5 in kubuntu_vivid_archive doesn't build against debian sid
because pkg-kde-tools in sid (version 0.15.15) doesn't provide the frameworks
module. However experimental has 0.15.16 which is ready for frameworks.

Also once you set the correct version for pkg-kde-tools the package building
still fails (partial build log attached) I think this second FTBFS is fixed build 
depending on qt5-default.

Also I have updated the watch file,
