KDE4_BUILD_TESTS Set OFF now in kde4libs

I've just uploaded kde4libs with KDE4_BUILD_TESTS set to OFF.  There was an 
override to false in debian/rules, but it did not seem to be working.  This is 
why when we uploaded KDE SC 4.9.80 a number of packages generated new files for 
testing.  Next time these packages are uploaded, they should go away.  This 
lines up with how we intended it to be all along.

The reason I went ahead and made the change is to get Calligra buildable 
again.
