no virtual workspaces in default settings

upstream since 4.7 only has one virtual workspace/desktop, we do have 2
(legacy setting from way back when upstream had 4 and we considered that
too much).

I propose that we realign to upstream and default to only one virtual
desktop seeing as activities are providing a better experience considering
what people usually do with virtual desktops (group applications)

additionally that means removal of the pager widget from our panel which
conveniently enough would make Scott happy (bug 820175)

objections?
