For NetworkManager and your card to be able to pick up your hidden networks
they need to know about it. If the widget only reports the networks it knows
of on start any new hidden network added will only show up after it has been
restarted. It looks like this might be the case. That explain the first reboot
needed.
Why a second one was needed is a good question; it could be good to know if
that was reproducable or just a one-timer.
