I have this problem in 15.10, after wake up from suspend it does not
even rescan networks at all, it shows old wifis from last place where I
was connected to some wifi.

To overcome this I have to enable/disable wifi or try top connect to any
old wifi AP which is in the list and I have entered secrets for, then it
rescans the networks, even then it won't connect to known wifi at
current place. I have to manually connect to it, then it works.
