This bug appears to have returned in 9.10. I'm having the exact same
issue.  All albums appear empty and I get this appearing in the terminal
output:

void SunLocator::update()
digikam(4659): couldn't create slave: "Unable to create io-slave:
klauncher said: Error loading 'kio_digikamalbums'.
