Thank you for taking the time to report this bug and helping to make
Ubuntu future releases better.

First, Is the volume setting working with other applications?

Second, it would be helpful to know if the special hardware keys are working at all? To confirm this, start a console (terminal) in a window and run xev. When pressing there the hardware keys, you should get something similar in the console:
KeyRelease event, serial 31, synthetic NO, window 0x4600001,
    root 0x89, subw 0x0, time 25046229, (739,-11), root:(744,525),
    state 0x0, keycode 123 (keysym 0x1008ff13, XF86AudioRaiseVolume), same_screen YES,
    XLookupString gives 0 bytes:
    XFilterEvent returns: False

Most notable, the XF86AudioRaise...

If you don't get that, the problem is somewhere else.
