[SRU][linux-aws] ARM CPU support update

linux-aws-{bionic,disco,eoan} kernels need various arm64 commits from
mainline and linux-arm-kernel ML to support latest ARM CPUs.

Needed commits include
  - SSBS support [mainline]
  - irqchip/gic-v3 updates [mainline]
  - all mainline Neoverse errata including https://lore.kernel.org/linux-arm-kernel/20191002094935.48848-1-james.morse@arm.com/

The Amazon ARM team has reported positive test results.
