Looks like this has been a long term problem for quite some time. Since
about 2003 it would appear..

It seems it could be a case of multiple faults compounding the issue.
Some evidence points at faults in the Xorg system relating to the
keyboard driver. Some points at ACPI implementations of battery, thermal
and ac modules. I think it's mainly related to laptops.

I don't think this is going away any time soon - which is a pity because
laptops seem to be the big seller at the moment.

How do we get the priority of this raised?

On an up note, I issued:

sudo modprobe thermal

on my machine an hour ago and I've not encountered this problem since. I
wonder if this is a fix that might return after a reboot..

I will test and report back.
