[Review Queue] memcached x2

This pair of merge requests fixes an issue with the memcached charm and
nrpe-external-master. It’s not a clean solution, pending a rewrite of
the nrpe charm, targeted at trusty, that’s currently going through
review. As this is an important fix, the workaround has now been
documented in the README. +1
