The best way to find out is to ssh to the machine and check the output
of /var/log/cloud-init-output.log

Most likely, there was a problem during bootstrap and 'jujud' never
got started properly. At which point mongod is up and running (so we
can connect), but it doesn't have the authentication set (so logging
in doesn't work).
