new metadata for charms for the charm store updates

I think getting charms updated in mass, is something we've struggled with
for a while. Going forward it would be easy enough to amend the policy and
update charm-tools template and proof to include the new field as
a requirement going forward. I think the catch all is a good idea, but I
think it would be better to have an "Uncategorized" option rather than
lumping everything in to Misc. I can see there being a bit of confusion
about why something like node-app is in misc but the rack/rails charm is in
app-server.

As for the updating, we could try mailing the charm-maintainers about the
change but I'm not sure how fruitful that would be. In the end we can
update the "more popular" charms and flag bearing charms to have icons and
categories. Then, possibly over time, as we address quality in the store we
can update those charms "ad-hoc" with the new information.
