No, because people can have personal charms that only they can edit.
We have to accept that some charms will stay without a category for a
long time.

Here is a suggested approach to handle the addition:

1) Get agreement from juju-dev on the proper way to add metadata
(field name, value format, accepted values, etc)

2) Document these decisions somewhere people can be referred to

3) Update the charm store (store.juju.ubuntu.com) to warn about the
missing field

4) Make "juju publish" reject charms without the field

If we don't know what category a charm is in, I think it should be
filed under Unknown or similar. Having it in Misc next to other real
miscellaneous charms is misleading.
