[ANN] juju-core 1.9.7 has been released

So, let's just be explicit about this in the release notes where we 
talk about known issues, and then drop experimental tag up front.

We will also have OpenStack support to mention in this next cycle, so 
that will be a big milestone.   Anything else ready to land?
