  fwupd-refresh.service fails to start on focal

Status in fwupd package in Ubuntu:

Bug description:
  Hello,

  since the 18 of April 2020 some of my Ubuntu 20.04 (focal)
  installations report the following error:

  May 18 17:27:06 city systemd[1]: Starting Refresh fwupd metadata and update motd...
  May 18 17:27:06 city systemd[1]: fwupd-refresh.service: Main process exited, code=exited, status=1/FAILURE
  May 18 17:27:06 city systemd[1]: fwupd-refresh.service: Failed with result 'exit-code'.
  May 18 17:27:06 city systemd[1]: Failed to start Refresh fwupd metadata and update motd.

  At first I thought this is sporadic and will go away, but since one
  month this error is reported constantly.

  This only happens on machines that was installed from a focal ISO
  file. Installations that was upgraded form earlier Ubuntu version to
  focal work fine. Also machines that are already on a newer Version of
  Ubuntu don't show this problem.

  Trying to start the fwupd-refresh.service manually on the affected
  machines shows the following:

  sudo systemctl status fwupd-refresh
  ● fwupd-refresh.service - Refresh fwupd metadata and update motd
       Loaded: loaded (/lib/systemd/system/fwupd-refresh.service; static; vendor preset: disabled)
       Active: failed (Result: exit-code) since Wed 2022-05-18 17:27:06 CEST; 2h 36min ago
  TriggeredBy: ● fwupd-refresh.timer
         Docs: man:fwupdmgr(1)
