This bug was fixed in the package ubuntu-release-upgrader - 1:19.04.13

Bug description:
  I just did an `update-manager -d` update from cosmic -> disco. It
  alerted me that Livepatch was going to be disabled, but the thing is
  it wasn't enabled before!
