  Tells you that livepatch will be disabled when it wasn't enabled

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  I just did an `update-manager -d` update from cosmic -> disco. It
  alerted me that Livepatch was going to be disabled, but the thing is
  it wasn't enabled before!
