Actually I forget if the check occurs in the dist-upgrader tarball or
with the code on the release from which you are upgrading. If its the
former this won't need fixing in cosmic.

Bug description:
  I just did an `update-manager -d` update from cosmic -> disco. It
  alerted me that Livepatch was going to be disabled, but the thing is
  it wasn't enabled before!
