[Bug 1275840] [NEW] [trusty] Unable to change system theme in gnome-control-center

Public bug reported:

In previous Ubuntu versions (for example in 12.04) I was able to select
system theme - at least between Radiance and Ambiance in gnome-control-
center on Appearance tab.

In developing Ubuntu 14.04 I unable to change the theme.

Please bring this functionality back on the final release of Ubuntu
14.04.
