Status in “update-manager” package in Ubuntu:

Bug description:
Binary package hint: update-manager-core
Just performing an update 7.10 -> 8.04 and being asked wether some
/ect/sysctl.conf file is to be replaced.
I remember having been asked similar questions during other updates,
always related to configuration files. I bet that 99% of all users
can't answer questions like that. My proposal: Always give some non-
technical explanation what it would lead to if either you keep the old
file or have it replaced by the new one.
