locking down the desktop

It isn't strictly, but as you say, just revoking write permissions on the
Desktop/ folder and setting firefox not to save there would probably do it.

They're not not doing it to annoy you, they're doing it because that's the
firefox default.  It's probably sufficient to just change firefox's default
saving location to /tmp.

I doubt you need to be that complicated but you could if you find it's
necessary.

Of course, the design of Edubuntu is that you should use accounts for each
user.  I can appreciate that may be difficult to arrange but if at all
possible, that's the way things will work best.
