Restoration of Developer/Membership

We haven't discussed this case in the Membership Board, but personally I
believe that somebody that realized more than 1.5 years later that they
don't have the Membership anymore, they should probably follow the "new
member" process fully, regardless of how they obtained such membreship
(directly or indirectly) in the first place.
