Restoration of Developer/Membership

Hi all


As explained below, this is in the scope of the membership board, so I will
defer to them. It seems as if they have a clear process
<https://wiki.ubuntu.com/Membership/Rejoining> to deal with such instances
so I don't think you need to keep the Community Council in the loop.

I do want to thank Daniel for his contributions to Ubuntu. The expiration
is unfortunate, and we appreciate the valuable work you've done for the
project and the community! Know that you're always welcome in the
community; with or without membership.
