Please add simplestreams to ubuntu-cloud packageset

Hello DMB,

Over the past few months, I have been working on the simplestreams
packages (and I'm also an upstream committer).  It would make my
maintenance of this package a lot easier if I were able to upload it to
the archive directly, rather than seeking sponsorship each time.

As it is very much a cloud-related package, I propose adding it to the
ubuntu-cloud packageset (of which I am currently the only member).
