Please add simplestreams to ubuntu-cloud packageset

The definition of the ubuntu-cloud packageset is "Packages required to
create, bootstrap, use or configure Ubuntu Cloud images and their
derivatives". simplestreams clearly qualifies on the "use", so +1, and
done.
