Define a package-set for Ubuntu Budgie

To be clear, you received 3 +1s, 1 abstention and 3 -1s. At least two of
those -1s gave their reason as follows:

We'd really like you to be able to upload Budgie-related packages
yourself. To make progress, I think the main thing for you to do is
continue to get sponsored uploads, develop a deeper understanding of how
Ubuntu development works, and then re-apply.

If you could give us a list of packages you expect to be in the initial
packageset, that'd be helpful. I don't think you need to do anything
further with regards to the packageset definition. We'll deal with that.
