Add gce-compute-image-packages to the ubuntu-cloud packageset

Hello all,

I would like to request that gce-compute-image-packages[0] be added to
the ubuntu-cloud packageset.  This package contains the daemons that run
within all Google Compute Engine instances, and is installed in the
official Ubuntu images on GCE.  Its only use is in the cloud, so I
believe it to be a sensible addition to the packageset.
