Per Package Developer Application on behalf of Ubuntu Budgie

Hi all.

I would like to apply for Per Package Upload or equivalent rights on
behalf of Ubuntu Budgie.

I note that there are two people scheduled for Nov 21st, so I've added
myself to the DMB agenda for Dec 5th.  Please advise if this date is
not ok - or if a space opens up on the Nov 21st.
