It always used to be the case that a definition of a Ubuntu Developer
was someone who had any upload access to Ubuntu Primary archives,
either PPU, Package Set, MOTU or Core.

Being a member of ~ubuntu-dev gives the person indirect ~ubuntumembers
additional voting rights and the privilege to be unmoderated on
ubuntu-devel mailing list.

Considering the barrier for ~ubuntumembers is 'significant and
sustained contributions to Ubuntu' - i'd suggest that anyone who has
been granted upload access has met this barrier to be entrusted.

We have seen Debian developers proving the, "If you are a Debian
developer, you are also a Ubuntu developer" principle by applying for
PPU for packages they maintain in Debian.  If the principle of the
argument is agreed with, then the sustained contribution to Debian
provides merit to support Ubuntu Membership and is capped off by DMB
being happy they understand Ubuntu processes.

So to turn the question on it's head, why would someone with upload
access /not/ be allowed to be a member of ~ubuntu-dev and therefore
~ubuntumembers?
