iperf3 dependency needed for plainbox-provider-checkbox

Thanks Sylvain, do you happen to have any real documentation on this?
I think part of the issue is that this is a radically different change
from the standard dep packaging stuff (using the control file to set
the dependencies and suggests) and I'm confused by how this all works
myself.

Where do you put a Depends in the cert provider?  I presume packaging
is still separate from the tree?  At least from what I could see
theres no packaging info in the tree for
plainbox-provider-canonical-certification
