iperf3 dependency needed for plainbox-provider-checkbox

We can add a strong "Depends" in the certification server provider and
just a "Suggests" indeed in the checkbox provider.
What do you think?
I can implement such changes pretty quickly in both.
We'll release again the full stack soon so it's time to get the last
minute patches in trunk(s).
