iperf3 dependency needed for plainbox-provider-checkbox

ok, I forgot packaging meta-data units [1].
But to work correctly, providers debian/rules must override dh_gencontrol.
So far only the Debian packaging benefits of this feature (checkbox and 
resources providers),
ppa packaging are not taking into account those meta-data units.
Hard to tell why, may be an issue with precise and python3-debian. I 
have to check with Zygmunt.

It was a mistake to add the iperf3 packaging meta data unit to the 
resource provider.
But... we are lucky to not interpret it, It should have been added to 
the server cert provider instead.

A short term solution is to fix debian/control.
Long term is obviously to avoid diff between debian and ppa packaging 
branch.
