testtools and subunit in the ~bzr PPA (ping for comments)

Happy to help out by either method, though I should probably note I know
almost nothing about testtools and subunit, and have entirely been
getting by on general packaging knowhow with what I've done so far for
the ~bzr PPA.

testtools in Debian is currently out of date by two releases - are you
likely to look at that soon, or shall I try my hand at it?
